Form follows function is a principle design that basically how if an example was given, say a building must be build to meet it's intended function. Easier example would be a mosque is used for praying. Thus the shape of the mosque should be build to meet it's function, that is praying. However form follows function does not only apply to building, it also applies to other objects as well such as automobile and product design.
Function follows form on the other hand is the reverse psychology of form follows function. Say, let's take handphone as an example. People used to wear watch on their hand to know the time but nowadays even handphone have clock installed in it thus handphone could also be considered as watch. Thus, handphone had taken the function of a clock as well. That's basically what function follows form.
